Shanghai Launches New Visa and Immigration Services for Foreign Exhibitors

The Shanghai Public Security Bureau (PSB) has rolled out new measures to make it easier for foreigners to attend and do business during the China International Import Expo (CIIE). These updates improve visa access, registration, and mobility around the event.

1. Electronic Port Visa System

For the first time, Shanghai has introduced an electronic port visa system for foreign exhibitors and visitors. The process is fully online — no paper forms or in-person passport checks.

  • Companies in Shanghai can invite and apply for visas through the official CIIE website or the “One-Stop Online Government Service” platform.
  • Applicants receive an Electronic Port Visa Confirmation Letter for faster entry through selected ports.
  • The system now supports other provinces and cities hosting foreign exhibitors.
  • Returning visitors can apply for multiple-entry visas with faster processing times.

A Foreign Participants Service Station inside the NECC offers help with visa renewals and residence permits. Hong Kong, Macao, and Taiwan participants can also use the express service.

2. Easier Immigration and Residence Services

The PSB’s Integrated Immigration Service Package now offers faster options for international professionals and companies.

  • 24-hour visa services are available through the “Overseas Talent Direct Connection Platform.”
  • Visa-free visitors can change their stay into short-term residence permits if needed.
  • Holders of a China Foreign Permanent Resident ID can use it directly for CIIE registration and identity checks.

3. Faster Registration and Accreditation

The Expo has simplified how participants register and collect their badges.

  • Exhibitors can reuse badges from previous CIIE editions to save time and money.
  • The registration deadline has been extended to October 31.
  • A “Green Channel” is available for urgent registrations.
  • Applications before Oct 30 are processed within five working days; after Oct 31, within 48 hours.

4. Better Access and Mobility at the Venue

The NECC area now has improved movement and transportation systems for guests.

  • New security points at Halls 4.1H and 8.1H to reduce wait times.
  • Hotel guests at InterContinental Hongqiao NECC can access halls directly through a special electronic channel.
  • Over 2,800 parking spots and 900 exhibitor spaces are available.
  • More shuttle carts and “drop-and-go” zones are provided for quick movement.

5. Improved Traffic and Accessibility

From November 4 to 10, traffic around the NECC will be tightly managed, but easy for residents and visitors.

  • A 2–3 km control zone operates daily between 6:00 a.m. and 9:00 p.m.
  • Residents and businesses can register for free vehicle passes.
  • Bicycles and e-scooters are now allowed on E Yinggang East Road for easier metro access.

6. “Police–Enterprise Fast Track” Support

A new Blue Whale Business Support Station is available at the Expo to help with incident reporting, security, and business advice. The PSB also added a “Fast Track” hotline for quick support to foreign exhibitors.

These changes make it easier for foreigners to visit China for business, especially during major events like the CIIE. It’s a clear sign that Shanghai is working to create a friendlier and more efficient environment for international cooperation and trade.
