China Updates Foreign Worker Categories: What Expats Should Know

China has made new changes to how foreign workers are classified, and it could affect how expats apply for or renew their work permits. The Ministry of Human Resources announced that the country is giving more power to local governments to decide which foreign professionals are most needed in their area.

Before, foreign workers were grouped under three main types — Category A (top talents), Category B (professionals), and Category C (seasonal or low-skilled workers). Now, the rules will let each province decide which jobs fall under A or B based on local demand. This means what’s considered “high-end talent” in Shanghai may not be the same in Chengdu or Guangzhou.

What’s Changing

  • Category A: For top professionals, executives, and specialists with advanced skills or global recognition. They’ll have faster approval and nationwide recognition.
  • Category B: For skilled workers and professionals — the new rule allows local HR departments to decide which jobs are needed most.
  • Category C: Covers temporary or low-skilled jobs — no major updates for now.

The new system aims to make it easier for local regions to attract the right kind of talent. But it might also mean that the same job could be accepted in one city and rejected in another, depending on local priorities.

For expats already working in China, this is a reminder to stay updated with your local HR department or agency when renewing permits. For new applicants, check which roles are currently in demand in your province.
