China’s Railways Go Fully Digital: No More Paper Invoices

📅 October 1, 2025 | 📰 Source: Xinhua News Agency

From October 1, 2025, paper reimbursement vouchers in China’s railway passenger sector are officially history. All train passengers will now receive electronic invoices (e-invoices), marking a new chapter in China’s digital transformation journey.

🚆 Why This Change?

China’s decision to fully adopt e-invoices improves efficiency, reduces fraud, and is better for the environment. Compared to paper vouchers, digital invoices are harder to forge, easier to verify, and ensure greater transparency.

👵 Accessibility Matters

Railway authorities have made sure that the system is inclusive for elderly passengers and those without internet access. Offline support remains available at station ticket windows and self-service machines. With a simple “scan-to-invoice slip”, travelers can generate their e-invoice through the official 12306 railway app.

📅 The Transition Timeline

  • June 2020: Electronic tickets introduced
  • Nov 2024: Full promotion of digital e-invoices began
  • Sept 2025: Transition period ended (paper + e-invoices)
  • Oct 2025: Complete nationwide switch to e-invoices

🌍 Key Benefits of E-Invoices

  • ✅ Environmentally friendly, reduces paper waste
  • ✅ Harder to forge, easier to verify
  • ✅ Faster processing for refunds & ticket changes
  • ✅ Can be received by app, email, or tax system

💡 Expert Insights

According to Zhu Lijia, professor at the Chinese Academy of Governance, the transition reflects major improvements in technology, management, and public service efficiency. “This approach ensures security, is environmentally friendly, and simplifies the process for passengers,” Zhu explained.

With this move, China continues to lead in digital infrastructure, making train travel smarter, faster, and greener for millions of passengers. 🚄
